Governor Lou Leon Guerrero of Guam has joined forces with 14 other state governors to establish the Governors Public Health Alliance, a new initiative aimed at enhancing public health responses across the United States. This nonpartisan alliance seeks to improve coordination, preparedness, and response to public health issues by fostering collaboration among states.

The initiative, announced in a release from Adelup, the governor’s office, includes participation from notable governors such as Bob Ferguson of Washington, Josh Green of Hawaii, Kathy Hochul of New York, and Gavin Newsom of California. The alliance’s key objectives include data-sharing, aligning public health guidance, and enabling swift action against emerging health threats, which range from seasonal illness outbreaks to potential global health challenges.

In a statement, Leon Guerrero emphasized the critical need for vaccination access, particularly for children. She noted, “On Guam, we see the effects when people, especially children, are not vaccinated.” The governor pointed to recent outbreaks of measles and other communicable diseases that have occurred when individuals from the outer islands visit Guam without proper vaccinations. Leon Guerrero remarked on the importance of protecting access to vaccines and other public health measures.

Alliance Goals and Structure

The Governors Public Health Alliance will serve as a central hub for collaboration among governors and their public health leaders. It aims to act as a liaison with the global health community, enabling states to exchange best practices, align policies, and coordinate responses to issues such as vaccine access and emergency preparedness.

Participating states are already engaged in sharing successful strategies, receiving updates from public health experts, and discussing executive actions to bolster public health protections. This includes directives to maintain access to COVID-19 vaccines, reflecting the ongoing commitment to public health amidst evolving challenges.

The alliance provides governors with timely briefings, policy toolkits, and coordinated strategies to respond effectively to significant public health events. It also encourages further collaboration with public health associations and related organizations to enhance its efforts.

Support and Expertise

The new alliance is backed by the Governors Action Alliance, a nonprofit organization dedicated to supporting governors in safeguarding public health and fundamental freedoms. The initiative is advised by a panel of leading public health experts, including former Centers for Disease Control and Prevention Director Dr. Mandy Cohen, former Alaska Chief Medical Officer Dr. Anne Zink, and Dr. Raj Panjabi, who previously served as the White House senior director for Global Health Security and Biodefense.

Dr. Cohen stressed the necessity of collaboration among governors, stating, “With many health threats at our doorstep, collaboration and communication between governors is essential to protect the health of families and save lives.” She highlighted that the alliance establishes a framework for essential national coordination to safeguard communities.

Julia Spiegel, founder and CEO of GovAct, remarked on the increasing demands placed on governors, saying, “Governors are being asked to do more with less—daily. And yet the challenges keep growing.” She emphasized that GovAct aims to provide the necessary resources and knowledge to empower governors to make decisive actions in protecting the health of their constituents.

The establishment of the Governors Public Health Alliance reflects Guam’s ongoing commitment to public health and its proactive approach to addressing emerging health threats. Governor Leon Guerrero noted that initiatives like the Department of Public Health and Social Services Free Mobile Clinic, launched earlier this year, are essential in delivering vital health and social services directly to communities throughout Guam.

By fostering collaboration among state leaders, this new alliance aims to create a more robust public health framework, ensuring that communities are better equipped to handle current and future health challenges.
