NYC Health + Hospitals has unveiled significant achievements from the second year of its ambitious three-year plan aimed at enhancing behavioral health services across New York City. The newly released 2025 Behavioral Health Annual Progress Report highlights advancements in several key initiatives designed to improve the capacity and resilience of the city’s behavioral health workforce.
The report outlines progress in six core strategies: maximizing inpatient capacity, expanding outpatient services, increasing support for special populations, enhancing social work and care management, preventing violence, and bolstering the behavioral health workforce. These efforts have been made possible through philanthropic investments that have allowed the health system to launch innovative clinical programs and strengthen recruitment and retention of qualified staff.
According to Omar Fattal, MD, MPH, Chief of Behavioral Health Services at NYC Health + Hospitals, “Our accomplishments reflect that excellence in behavioral health care is at the heart of NYC Health + Hospitals’ mission as we serve all New Yorkers, without exception.” He emphasized the importance of their strategic vision during a critical period for behavioral health services both in the city and nationwide.
Key Achievements in Behavioral Health Services
In 2025, NYC Health + Hospitals reported several notable accomplishments under its Behavioral Health Blueprint. The organization maintained an average of approximately 1,090 inpatient psychiatric beds, with an average daily census of 950 patients. The establishment of the Behavioral Health Transfer Unit has streamlined the transfer process for adult, child, and adolescent patients within the system, successfully completing over 600 patient transfers by December 2025.
Access to outpatient behavioral health services also saw significant improvement. Overall scheduled visits increased by 12%, while completed visits rose by 9% compared to 2024. Patient satisfaction remains high, with 89% of respondents expressing satisfaction with their care and 88% indicating they would recommend services to others.
The health system has made strides in addressing the needs of special populations, including those with co-occurring substance use disorders and children experiencing homelessness. The launch of the Track to Treatment program aims to provide enhanced support for individuals presenting with substance use issues. Additionally, the initiative has received $5.1 million in city funding to facilitate access to long-acting medications and introduce Contingency Management strategies to engage patients effectively.
Innovative Programs and Workforce Development
NYC Health + Hospitals has introduced several innovative programs aimed at reducing opioid overdose deaths and improving crisis response. The Hotspotting pilot program, launched in July 2024, engaged over 150 patients in the Emergency Department, while the Emergency Department Opioid Use Disorder Simulation Training has provided vital training for 350 prescribers since its inception.
The organization has also expanded its Caring Transitions program, providing suicide prevention interventions for youth across three acute facilities in the Bronx. In total, nearly 150 youth have benefitted from this initiative, which is supported by $2.4 million from the NYC Department of Health.
Workforce development remains a focus, with NYC Health + Hospitals achieving its lowest turnover rate in recent history at 8%, a significant decline from nearly 18% in 2022. The health system has successfully reduced vacancies across behavioral health disciplines, with social worker vacancies dropping from 12% in 2024 to 5% in 2025.
The health system continues to support its staff through initiatives such as the BH4NYC Loan Repayment Program, which has awarded over $6 million in debt relief to 200 clinicians. The introduction of the Behavioral Health Nursing Career Ladder program further enhances educational and financial support for nursing staff committed to the organization.
